As Core Enablers are made ready, it becomes possible to engage groups of stakeholders for adoption. 

Clearly, the specifics of Culture Change will emerge, but it is expected that each group may have local needs which can be accommodated and behaviours which need to be developed to realise the BIG benefits.

It is expected that per group, the Culture Change team can build awareness of change, desire to change, knowledge and ability, support the group through adoption and provide reinforcement to enable benefit sustainment.
